Detention Monitoring Toolkit 2026

Date.08 Oct, 2026

A prison visit should help you understand how people in detention are living, how they are treated and what needs to change.

This guide takes you through the practical parts of a visit: preparing, observing conditions, speaking with prisoners and staff, checking records, identifying urgent concerns and following up.

It is intended for National Human Rights Institutions, civil society organisations, independent monitors and other people authorised to visit prisons in Pakistan.

You DO NOT need to know every prison rule to use it. You DO need to understand:

  • your role and authority;
  • what access you have;
  • how to speak safely with prisoners;
  • how to check information against more than one source; and
  • what to do when someone may be at risk.

This guide does not itself give permission to enter a prison, inspect records or interview prisoners. Confirm your mandate or permission before the visit.
