Gender Justice and Prison Oversight

Training and Monitoring with National Commission on the Status of Women (NCSW)

In April 2025, Justice Project Pakistan’s prison reform team led a targeted capacity-building session with a representative of the National Commission on the Status of Women (NCSW), aimed at enhancing oversight of women’s places of detention. Grounded in the United Nations Bangkok Rules—which set international standards for the treatment of women prisoners and non-custodial measures—the session equipped NCSW with practical tools to monitor detention conditions through a gender-sensitive lens.

To put this training into practice, JPP’s investigation team accompanied NCSW on field monitoring visits to Gujranwala and Multan Jails, providing technical support in assessing the treatment and welfare of incarcerated women. The findings from these visits are currently being compiled into a joint monitoring report, which JPP and NCSW will present to the Inspector General of Prisons in the coming weeks. This collaboration represents a key step forward in advancing gender-responsive prison reform in Pakistan.
